Turtle Scales are required in quantity for the series of quests needed to master
Tribal Leatherworking -- you'll need about 112 to complete the quests necessary. Although required for this questline, you do not need to be a Tribal Leatherworker to memorize or create these pieces.
There are two zones that are good turtle farms: Tanaris and The Hinterlands, both detailed below. There are also 50-54 turtles along the coasts of Azshara, but the spawn is very spread out and not ideal as a scale farm. The scales can also drop off Stolid Snapjaws in Maraudon.
Leatherworking:
TANARIS
Tanaris actually has two camps for turtles: one lower level (42-43) and one higher level (48-50). The 42-43 camp is the only good lower-level Turtle Scale camp, as all the others start in the same level range as the higher-level camp. Both are along the eastern coastline; the higher level camp extends down over the southern point.

THE HINTERLANDS
The Hinterlands turtle camp is on the eastern coast, north of the Horde base Revantusk Village. While Alliance players can steer clear of Revantusk, some care will be needed to avoid the attention of the guards. The small camp south of Revantusk may not be practical if you can't walk through Revantusk unnoticed.
This is a popular camp due to the turtle density and compact (but not too small) size. However, farmers need to be aware of a level 50 elite turtle, Gammerita, a quest mob on the same 5-minute respawn time as the other turtles. She is much larger and has a yellow shell instead of green like the other turtles, so she's easy to spot. Horde players who don't want to deal with her can train her to the Revantusk guards, but Alliance players will either need to avoid her or take care of her themselves.
There is another rare elite, Ironback, who can occasionally appear, but he's on a very long respawn timer, so he's unlikely to pose much of an issue.
